Yes!  You can download it from the Cecilia sourceforge site:

This version of Cecilia should work fine with the last version of Csound 4
for MacOS (Mills Csound 4.23f12):

Just delete the Perf application that comes with Cecilia if you install this
newer version.  (And note that the context-sensitive help in the Cecilia
editor will of course not be up-to-date).

If you want to use Cecilia with Csound 5 on MacOS 8.6, then you will have to
create an orc/sco pair in Cecilia and open the CsoundFront program to
render.  The AppleEvent link that works between Cecilia and Csound 4 will
not work with Csound 5 (yet).

I should look into updating Cecilia 2.04 to include support and up-to-date
help for Csound 5.  If you would find this beneficial, please let me know.
