Browsing the Manual yesterday (not exactly the latest version though),
I came across the section about subinstr and wondered it that is
correct.

It says there that it's possible to set up an interface for an instrument
(like a UDO one) and then call the instrument directly. I thought that
had been changed before 4.23, and it was no longer possible.
Could anyone check that bit?

No it's not the latest manual, so if you removed it, then it's fine.
