I figured you had probably regenerated the py opcode auto files, but I just wanted to be absolutely certain that I had them up to date.

As for the INSTALL file containing instructions for building, I think this information belongs in the manual -- and it certainly does not belong in two different places. But you are right that lack of an INSTALL file could be disconcerting to GNU-centric developers.

Therefore I will put back an INSTALL file that says to look in the manual for build instructions, and that the manual can be viewed online, obtained in the Windows installer, or built from sources.
