perhaps you would be interested in the loudness calculation
procedures described in Chapter 16 of 
Zwicker E. and Fastl H. (1990) Psychoacoustics Facts and Models, Springer-Verlag, Berlin.

they talk about a BASIC program for measuring
the loudness of industrial noise for health reasons e.g. machine noise,
timbre mills, traffic noise etc.

"Loudness meters calculate the loudness corresponding to ISO532B almost
instantaneously, i.e. using the same temporal characteristics as our hearing
system" - pp 285.

the measurement is in sone/Bark so includes the bandwidth of the noise as
an important factor. slthough they provide graphs showing that the program
is good at predicting percieved loudness of noises, the code isnt in the book - 
but it must be openly available since it is an ISO standard
