Yes, it definitely has low latency. It is not the only
soft-synth/soft-sampler to have low latency, but the
fact that the polyphony is so high (64 voices on todays
Pentium IIs, and, it seems, the faster Celerons), and
the fact that it's interpolation is so good, sets it
apart from the rest, in my non-authoritative opinion. 
And the direct disk sample playback is of course an
amazing step forward!
