So you want to host Windows based VSTs in Csound on LInux using the Csound VST opcodes? If I understand you correctly that sounds like an absolute nightmare of a setup! I think the best approach would be to use Carla to load the Windows VSTs and then use jack to send data over and back to Csound. Alternatively you could try running Csound with wine and hosting the VSTs directly, but you will pay the price of running an audio software with wine. The performance won't be great.
