Decode is the same as uncompress. Unlike wav or similar where a fixed sample rate and fixed sample size makes skipping a calculated distance, in compressed formats there is often no easy such calculation

No, it can be used but there is a serious latency problem.
There is ongoing work to improve this area but there is much to do.

The test in the manual wich skips 0.3s seems to work correcty. I know it
is not very efficient but think it works.
