Cool Edit Pro I used to use, and I found it a truly excellent program. I 
understand that the Adobe Audition current version is even better.

   I used to swear by CEP/Audition, but about a year ago I switched over 
to Reaper -- http://www.reaper.fm/ It is the child of Justin Frankel, 
creator of Winamp.  It has a level of flexibility that far surpasses 
Audition.

   I'm afraid it is neither open source nor free.  However, it is very 
affordable ($40 US for non-commercial users) especially given the 
feature set & near constant upgrades.  I recommend anyone on the lookout 
for a new host at least take a peak at it.

Hi again!
  Completely forgot: ecasound can be run under windows, as far as I know. 
You'd need cygwin to do it, but it could work.

  It's a shell-like interface and it has a good set of commandline options. 
But I suppose with ecasound, you wanna have ladspa as well. Ecasound has its 
own effects, but they're not too many.

PS I am fed up with pro tools, having been informed today that  
digidesign have decided not to support pt on os x 10.4.10 without  
informing me, who has been a registered user for two years! And it is  
too late because I have already upgraded my system (luckily so far it been
working with no problems)! So finally I have  
decided to change to another sequencer, probably dp but any ideas are  
more than appreciated :-)

Doesn't Ardour run on Mac's? Anyway, given that you can write Audacity 
plugins in Csound with realtime control via midi* why not just use your 
favourite Csound effects and processes in Audacity. While Audacity is 
pretty limited, the fact that you can use it with Csound gives plenty of 
opportunity for extending it and customising it to suiting your needs.

I thought audacity only works with non real-time effects. Anyway I like to
have separate environments for mixing/editing and processing. 

Yes Ardour I have tried and like it very much but there seems to be a track
limitation that is also my problem with protools LE (the only version I
could afford!).
