This is Istvan's thing, I don't know why he does
it like that. Anyway, I never install it and never
maintained the scons install target. Perhaps someone
could fix it for the next release.

This should be Linux-only: the install target should
do nothing on OSX and Windows, because there are installers
to handle that and that is the best way of installing
Csound.
