I have prepared the usual Windows installers for Csound 5.04 at 
http://sourceforge.net/projects/csound.

For double precision samples (recommended for most purposes):

http://downloads.sourceforge.net/csound/Csound5.04-win32-d.exe?use_mirror=osdn

For single precision samples (recommended for real-time performance):

http://downloads.sourceforge.net/csound/Csound5.04-win32-f.exe?use_mirror=osdn

Changes in this version can be found in the ChangeLog. Please let me know if 
you have problems.
