Can't you rename the file to take the extension name out and distribute it
like that? I remember in the past that the Python DLL had the same issue,
I always needed a copy of it without the extension for Csound to work (but
that was ages ago, I don't think that's necessary anymore). Is there a
way of creating symlinks on Windows?

Symlinks on Windows are called shortcuts. Right-click on the item in 
Windows Explorer and choose Create Shortcut. It should also be possible 
just to rename the dll without the dll suffix, there seems to be no 
restriction on dll names.
