There is a check box for synth or inst on the GUI. Select the appropriate one and click on the "Apply" button to save your changes. You may also need to re-scan the plugins from inside Cubase after that, or even to delete the Windows registry entry for CsoundVST, since Cubase only seems to ask once of a plugin what it is.
