Is the (Fedora) python devel package also needed for a Sugar (Fedora11) 
build?

Would specifically a *2.6* devel package be required?

Sure!  You need the python devel package.  I do not use Ubunmtu so not
sure what it is called, but search for it.

In Debian it is python2.5-dev
