Yes, you would need a newer vst4cs.dll.

I have just created my own Web site, and there I will host an up to date 
Windows installer with all VST stuff. I will announce it on this list when 
it is ready.

For the time being, I have attached the current vst4cs.dll to this email. 
This is for 64 bit samples, if you need float let me know I will send that 
instead.
