What's the best way these days to
independently manipulate time and pitch
in a sample?

The technology is similar, but parameters are slightly different. Mincer is good for chopping stuff, freezing,
going back and forth. Temposcal is simpler for slowing down and speeding up things, and it has some means
of preserving attack transients.
