| Off the top of my head, I'd think that commercial use meant "for profit."
Whether or not that includes "recouping expenses" (and just what comprises
"expenses"), is perhaps debatable.
I wonder then, whether life boils down either to "commercial" or "charity"
(pro-bono). It may well, if money is the primary criterion.
