So one could basically make a portable csound synthesizer with a small touch
screen and a little board like this . It's pretty neat that csound runs
realtime on a 400 mhz processor (what are the minimum requirements for
csound?).

Not sure what they are, but I remember running it in RT on a 200MHz (or was it 166MHz) pentium back in the day.
Off-line you can run it anywhere, of course.

The idea of using these boards for making things with Csound is not new, and these guys have made
an eurorack module based on the raspberry PI (which is more powerful):

One of the possibilities of the Galileo is that it has arduino-like HW connectivity integrated onto the board,
but I have not explored that side yet.

That is awesome! I have been wanting to experiment with csound on a board like this for quite some time. How does the Galileo board compare to other micro boards (beagle, raspberry pi, arduino, etc) for running csound?
