I presume you installed with Michael's float installer (5.09.0 or 5.09.1) on Sourceforge?
 
Several times I've gotten NSIS installer errors after a download and had to re-download.
 
Today I took a fresh Toshiba (Intel) laptop than had never had Csound or any other specific music application loaded, and did not have a rtpa.dll or any other "portaudio" file.
 
Got the same results (couldn't load 4 .dll's from \plugins - including rtpa.dll).
 
So that makes three bad installations of 5.09, all float installers downloaded from Sourceforge.

I am using Csound version 5.09 beta (float samples) Sep 13 2008 on a fresh machine and portaudio is working fine? In the float version anyhow.  Here is a snapshot of teh output:

   4: EDIROL UA-25
   5: SigmaTel C-Major Audio
   6: EDIROL UA-25

I can only get it to work in realtime with MME audio out (-+rtaudio=mme),
portaudio does not work (-+rtaudio=pa).
