The simplest solution is to install Csound somewhere, zip up everything in the installation directory, maybe add a batch file that runs Csound with the right OPCODEDIR, and upload the zip file to SourceForge.

I'm not dying to do this myself, frankly. Thanks to the loss of my C drive, the installers have pretty much taken over my life for the past little while. I expect there may be other directly installer-related issues that I may have to deal with as well.
