Is there a particular reason vco2 doesn't accept a-rate signals to control its amplitude?

yes, but this is such a trivial thing, it does not stop you from controlling the vco2 amplitude at audio rate. 
You can either just use the output of the
vco2 into an envelope generator, or multiply the output of the vco2 by 
an audio signal with the envelope/modulator/etc

Audio rate control of vco2's frequency would open up its use in simple FM synthesis but I suspect this would be more difficult that fitting its amplitude for a-rate...

It just came up in a class for Csound beginners recently. I felt that putting the output of a vco2 through an env generator would have just led to further confusion. They struggle enough with basic signal flow as it is. Anyway, I'm glad to hear it's a simple thing to address.
