I've been writing microtonal serial music for a few years now;
unfortunately the server my website is on is down right now (hopefully
back up tomorrow) or I would post some examples. 14edo is nice because
you can use Schoenberg-style combinatorial heptachords. Also the
"whole-tone" scales (viz. the 7edo scales) in that system verge on a
kind of diatonic sound, which can be exploited in your series. I have
also been working on some harmonic/voice-leading protocols for some of
these systems, but that turns out to be much more difficult than
serialism -- with serialism you can just jump right in provided you
know a little bit about the properties of the number you're working
with.
PS -- nothing in serialism precludes using tonal harmonies. There is
in fact a huge amount of serial music that explicitly tries to make
reference to it (Berg's violin concerto is the most salient example,
but there are many, many more).
