I looked for the library, but couldn't find it.  Then I looked for
CsoundVST itself.  I found some links, but no downloads.

I think your Cabel is out of date. Try updating it from SourceForge CVS.

I typed 'cabel' into the sourceforge search box, and clicked on a download
button, but got the same error with the new download.  If CVS is more
up to date, would you mind
giving me an example of the login and checkout that I would need to perform
to get the latest cvs version?  There is no CVS directory in what I have.

There are instructions for anonymous CVS at SourceForge. You need an
installation of CVS on your computer and then you execute the
following commands:

vs -d:pserver:anonymous@cabel.cvs.sourceforge.net:/cvsroot/cabel
my.email@myhost.com

cvs -z3 -d:pserver:anonymous@cabel.cvs.sourceforge.net:/cvsroot/cabel
co -P cabel

Downloaded and Installed on Mac (including the required wxPython), but  
the modules do not show up.
