I have implemented this only recently and it will be available in the
next release.  There is a beta available at:

that has it in the Project properties.  Otherwise, older projects tend
to put it in Global Orchestra.  Note: when 2.1.10 is released, it
parses for 0dbfs and if found in Global Orchestra, reads it and sets
the value in the Project Properties.
