Do binaries have to be compiled specifically for the target platform
on OSX? I see Csound 5.19 for example has different binaries for
different versions of OSX. Why? Will a version of Csound for 10.6 not
work for OSX 10.8?

Unfortunately not. I do not know why...
But from experience I know for example that the Yamaha Studio Manager (for
my MO6 synth) is working under 10.6, but not under 10.8.
