Yes, it's possible.  The API allows a host to override any environment
variables.  Perhaps Matt is setting it to

  /Library/Frameworks/CsoundLib.framework/Resources/Opcodes

If I change the link at

  /Library/Frameworks/CsoundLib.framework/Resources

to point to 

  /Library/Frameworks/CsoundLib.framework/Resources/Versions/5.1/Resources

then MacCsound does work for me and the version reported is

  Csound version 5.08 (float samples) Dec 21 2008

as expected!
