Can it link dynamically, as in dlopen or whatever
the heck the Windows equivalent is?  In which case
the Python version could be a configuration option
detected (or user-supplied) at install time.

No doubt this option has already been considered and
rejected... but why?

I could have framed my post better.
To be clear, I meant that the API can be auto-built to the version of  
python being used by Scons, irrespective of the version number.
