It passes "All" frequencies, high or low (within limits), but does so in a way that keeps all the filter's poles and zeros lined up in a specific way. So, it has to do with the phase math or complex numbers math of filters. An Allpass has a specific math form to adheres to just like High-pass, Low-pass, Band-pass and Notch filters do.

Give that it's an 'allpass' filter, I would have thought 'allpass' would 
have been a better name. Perhaps it's something to do with the length of 
opcode names as Alex suggests. I'm just curious.

I think you misunderstood Rory's question. What Rory meant was why  
the opcode is written with a single L instead of two.

I know what an aLLpass filter is but I've never heard of an aLpass 
filter. I like Chuck suggestion that the second L was filtered out!
