I assume tagging should be done when the sources are agreed to be suitable for a new "official" release on SourceForge for all platforms. Of course, once the release is out, the version number is incremented but is also made "beta" so that we have "5.00.1 beta" (which would become 5.01.0 beta once any significant new feature is added) now in CVS since the 5.00 release on Feb 1. When the next release is scheduled (early March ?), the beta status is temporarily removed, sources are tagged, releases are done, beta is restored, version incremented, and so on. However, it is likely that there are other opinions on this issue as well, so comments are welcome.
