It's interesting that you got rid of the problem by downgrading to 0.96, as I've only had problems with the UnicodeDecode error in relation to scons version. I got the error you describe when trying to use the gcc3opt flag in SConstruct. I have gcc.3.4.2, so I'd expect it to work but it does not. Does the gcc3opt flag require any special libraries installed ?
