I did something like this using Flash a long while ago using audio clips and somewhat randomizing the start times (well, I think I had them repeating with random wait times from a range). Using audio files or MP3's, this should be easy to do with Flash. With the latest Flash Player's, they have gotten much more efficient than before and have opened up a lot of possibilities where people are now doing signal-processing and synthesis using ActionScript 3 code. I stopped doing much Flash work a couple years ago and haven't kept up with it, but I have seen some online music production software done in Flash that was pretty impressive.
