[Cs-dev] Manual for cs6

I have attempted to rewrite te manual section on building csound, removing references to scons and cs5. I would appreciate some other eyes to check this, especially eyes belonging to people who build csound from source. There is much I do not know in this area. I have pushed some edits to the manual page about building csound, only for the Windows build, to make it conform more closely to what it actually takes. At this point, the manual page should be sufficient for an experienced developer. An inexperienced developer would still need to look at my document on building on Windows, which is no longer a LaTeX .tex file but now a Word .doc file.
