If you do the full drill to install a MinGW system (from the mingw.org site) you will get dlltool. That involves installing MSYS, the MSYS DTK, etc., etc., etc.

trying to find that file, but only see libcsound.a.  Michael mentioned GNU 
dlltool to make .dll from libcsound.a, but can't seem to find a Win32 Msys 
Mingw vers of GNU dlltool either.  Anyone happen to have that .dll?
