Hi all,

I added a few modifications to the SConstruct file.  Some of Michael's
changes broke the build for my fluidOpcodes so I changed that part
around a bit (windows-specific flags were being used when on linux).  I
also added a commandline option to turn on/off calling TAGS (defaults to
on).
