I will fix the fallback to no PortAudio - not sure when it will be done.

On Debian, with no sound card i tried ./configure --disable-rtaudio
Worked quite well, until failing to compile csound.c where it wanted
rtplay to be declared and other similar things.  Seems like PortAudio
is necessary even if there is no soundcard
