I've removed -lswigpy (the SWIG runtime library) from SConstruct as this 
library is not required by SWIG 1.3.24 (the current stable version).

I also removed the libpyrun target from SConstruct, a legacy that provided 
runtime support for even earlier versions of SWIG. SConstruct was building 
libpyrun but it was never being used.
