I am running Planet CCRMA at Home's 2.4 kernel "with capabilities," and it
does not have low latency enabled. The low latency kernel that I installed
hangs when the GNOME session is starting up.

Hopefully you reported that to Fernando. I've had no troubles with GNOME 
+ PlanetC, though I don't use it myself (I prefer the very lightweight 
BlackBox window manager).
