I should know whether SCons can be used for Linux, Cygwin, and Visual C++
this weekend. So far so good: I'm linking the Csound library, the ustub
library, and all the plugin opcodes on Cygwin. I'm not seeing how SCons
picks up where libraries are, so that may have to be manually configured.

If SCons turns out to be a winner, I'll convert csound4 so it uses it.
Maybe such a change will make John ffitch's problems disappear. Let me
know when you are really sure it is *the answer*.

Speaking of changing infrastructure, have you heard about Subversion?
It's a replacement for, and a huge improvement over CVS. I hear that
SourceForge is looking at it.
