There currently is no way to get this MinGW import library for Python, which 
is needed for building CsoundVST on Windows, from the Python distribution, 
nor is there a rule for building it in Csound SConstruct, so I am restoring 
it to CVS.

I made it by hand and I'm pretty sure most Csound developers on Windows 
don't have this file and would have to learn how to make it.

When I get a rule for building it into SConstruct, I'll move it back into 
the Attic.
