It simply means that no one has complained about it to the Sourceforge
admins.  They do not routinely check projects for compliance with the source
code availability policy, nor do they audit for licensing issues.

SuperCollider 3 (the current version) is GPL:

    http://sourceforge.net/projects/supercollider

I don't know if there are parts that aren't GPL, but the whole
is.

yes but they don't distribute the sources (in the downloads).
It doesn't matter that it is GPL, any open source licence would
do, as long as the sources as distributed (not only binaries).

The source doesn't need to be in the same download package as the 
source. A single source package and one of more binary packages
I believe is acceptable.

You are however right that the Supercollider project does not
currently show a source package on the download page:
