bump
as i see changes in the Makefile regarding python3 renamed to python for the manual for 7.0.
same changes might be done for the manual of 6?

I changed that because appveyor doesn’t have python3. I tested here with python and it worked, so I used that.
I don’t know who changed it to python3, maybe whoever did it needs to decide.
