[Cs-dev] API inconsistencies with different USE_LRINT

Hi,

I've merged the useful remaining stuff from the config-h branch and dropped it. And in the process I realized the result for building plugins is different depending on USE_LRINT:

MYFLT2LONG and MYFLT2LRND definitions change depending on wether that macro exists and the compiler. Third parties might get different implementations for these functions.

Not sure if this is problematic or not, so I'm posting it here just in case.

PS: there is a devel branch on github, looks like it was a typo and can be deleted?

I thought I had deleted the devel branch already. Please do so if you can (apparently I messed that up. :P)

Ah yes, it seems git did not remove my local ref to that branch. The devel branch is indeed gone.
