New tclcsound commands have been added to support the
pvs in/out software bus.

csPvsIn channel [isize iolaps iwsize iwtype]
csPvsOut channel [isize iolaps iwsize iwtype]
registers a pvs in/out channel name and initialises it to a certain
format

csPvsInSet channel bin amp freq
sets the amp & freq of a bin of the pvs in bus channel 'name'

csPvsOutGet channel bin [isFreq]
retunrs the amp or freq of a bin of the pvs in bus channel 'name' (depending
on isFreq, 0 for amp, the default, 1 for freq).
