I installed PuTTY (which comes with plink) but didn't configure it at all.

I use WinCVS 2.0.2.4. My CVS root is

:ssh;password=password:gogins@csound.cvs.sourceforge.net:/cvsroot/csound

I use the CVS macro menu to change the CVS root to the above throughout my 
local Csound directory. WinCVS then types in the password for me whenever it 
executes a command.

In other words, I don't think I'm using SSH for certificate authentication, 
but only to secure the connection.

That's what I think, anyway...
