i always had a terrible noise when using the mp3in opcode (thanks a lot
for it despite the annoying licence issues). then i found that it works
if the skiptime is > 0.

the manual example mp3in.csd has .3 as skiptime. changing this to 0
leads to the noise (and crashes csound sometimes because of a
segmentation fault.)
