Does the SCons CPPPATH contain /usr/include?

Subject: scons problem for CS5

Again on OSX there is a file /usr/include/dirent.h but the check
if configure.CheckHeader("dirent.h", language = "C"):
    commonEnvironment.Append(CCFLAGS = '-DHAVE_DIRENT_H')
answers "no".  This means that OSX is failing to load libraries.
Anyone any ideas?  I have no idea where to look next.
