Subject[Cs-dev] New parser
Subject to errors and typos I think I have implemented #include in
the new parser.  Currently limited to 10 deep, but I will fix that and
the next stage is to do macros, and that involves changing the stack
of inputs.

As far as I can tell the #include is OK.
I have only attempted macros without arguments and while they pass
some tests there still seem to be problems.  I hope to have a little
time next week at ICMC to look at it more closely
  Anyway, this was something I promised to do at LAC in Berlin in
2007, so I am late.
