GCC links to DLLs on Windows just fine, but perhaps you are not specifying the right DLL name, or perhaps the functions you want to link to have not been exported, or have been exported with unexpected decorations (C linkage can be function, _function (C calling conventions), _function@n (stdcall or Pascal calling conventions), possibly C++ decorations, etc.).
