You could replace/add to that with
xsltproc is included in OSX 10.5 (leopard).

There is actually no mention in that file of how to build the  
different manuals.
Perhaps a comment at the end of the file:

The manual is made using the make file. For example to make the html  
(canonical) version:
% make html is all that is needed.

To begin a new build, use
% make clean


Could you make that fix perhaps?
