It's broken. To be explicit:
The other 2 are fine; It's just the CsoundLib.pkg created Tues 11  
March 3:45 am (332,705 bytes)  (NB!)

For what it's worth, the Flat Package Editor can't open either.

The previous one (in the beta release)  - exactly same creation dates  
- (8,635,752 bytes) is fine.
This comes down as a gzipped tar so it's unlikely to be a transmission  
error, I would have thought.

I agree w. you about releasing beta packages - better to wait for  
stables - time's to precious!
