I stand corrected. KDE was picking up on the wrong one. I installed it in
/usr/local/bin, KDE Cygwin said it was picking up from my main Windows
directory.
Csound 5 still needs work, but looks like it will compile under Cygwin and
Mingw.
It was picking up Csound 4, I did not realize it until I went back after
sending the "good news" message. Csound 5 is still missing a bunch of
Opcodes. I heard that they were going to be plugins. Seems like Csound 5
should have all the opcodes from Csound 4 under one roof and plugins under
plugins.
But it will be just fine.
BTW, whomever is reading this, fstream.h and strstream.h need to be changed
to fstream and sstream.
GCC 3.3.1 complains on me.
those two are at lines 74 and 75 in widgets.cpp.

Also missing are hetdlg.cpp dream.ico mtrc.ico winsound.ico
I just noticed these after I started compiling with Visual Studio.
I copied these from an older source code archive found back at
cs.bath.ac.uk.
They are also missing in BETA on cs.bath.ac.uk as well as sourceforge.
Like I said, I copied these files into my archive and it worked fine with
Visual Studio.
